Public banks only manage public funds, so their overhead is low: there are no branch offices, ATMs or private customer accounts.

Public banks may partner with community banks and credit unions to offer loans that benefit local individuals, students, home-buyers, businesses and communities through positive investment on fair and equitable terms.
